Abstract
Science is not only the kind of knowledge system of nature and the instrument of human being, but also stands for the kind of new spirit and the unique culture, that is science culture. It is the popularization of science culture in the traditions of different national cuture that forms the important cultural background of modern education development. From the viewpoint of science as a kind of culture, this paper analyses the relationships of education development with the transfer of world science center, and discusses the important role played by science culture in the social modernization.
