The Evolution of the Regulation Theory of Natural Monopoly Industry and the Regulation Reform of Our Telecom Industry

The evolution of the regulation theory of natural monopoly industry is the main reason for China′s regulation reform of telecom industry since 1990s.Great achievements have been made in this reform,but such problems as those found in the telecommunication fees,admittance to the industry and interconnection and interpenetration do exist and must be solved as soon as possible.In line with the successful experience of foreign regulation reform and the status quo of China′s telecom industry,China′s telecom regulation reform should: first distinguish monopoly operations from non-monopoly operations according to the demands of the development of natural monopoly industry;second construct impartial domestic environment for competition,and third enhance the international competitiveness of China's telecom enterprises.Thus,China′s telecom industry can develop further.
