Abstract
The author thinks that the telecom industry is a natural monopoly industry,and the characteristics of the natural monopoly provide theoretical bases for the government to exert a strict price control and entry regulation.Then he analyses that in the telecom industry,technological revolution and technological progress have changed the structure of cost and demand,therefore,the competitive market in the telecom industry start to appear,and de-regulation is the inexorable trend.In the end he gives his idea on the regulation reform in the telecom industry in China,which is to formulate a reasonable policy of charges,a fair policy of interconnection,and a reasonable policy of service.
