Abstract
Historical materialism's scientific solution to the dialectical relationship between human development and social development is an important theoretical basis of the concept of scientific development. While the all -round, coordinated and sustainable development of human is necessary for the concept of scientific development, the free development of human is a premise of achieving the all-round development of human. Implementing the concept of scientific development would be bound to promote the free and all-round development.
