Abstract
The concept of scientific development is a brand-new rational concept on development which focuses on the all round development of man and has extremely rich humanistic implications. It is characterized by scientificity as well as modernity by combining values with scientific spirits from the view of philosophy. On the way to modernization and establishment of a harmonious society in the 21th century, China has to eliminate traditional development concept, establish a scientific development concept with the theme of harmony and man-centered economic development mode, intensify economic structure, develop economy in multi-system and eventually promote the scientific and stable development of society.
