Abstract

This paper discusses various policies regarding current and long-term problems of China's rural development:(1)The current rural problem is mainly the slow growth of farmer's income and out migration is the only way for sustainable growth of farmer's income in the long run.(2)The development of integrated national market is important for narrowing regional income disparities.(3)Continuous improvement in technology is required for China to maintain self-sufficiency in grain and for China's farmer to benefit from the accession to WTO. The government is responsible for investment in agricultural research.(4)The possibility for rural out-migration depends on the job opportunity in the urban non-agricultural sector.For meeting the challenge of WTO accession to the national economy and for the sustainable rural development, China should follow the comparative advantage development strategy and facilitate the development of labor-intensive industries and labor-intensive segments of capital-intensive industries.
