Abstract
Civil servants are the mainstay of the national administration,and the performance of civil servants is related to public development.What standards of performance appraisal of civil servants is the key to improve the effectiveness and fairness of the civil service performance evaluation.The study of Competency Model gives a new angle of view.In this paper,by constructing a model of civil service competence,and applying it to the Civil Service Performance Evaluation,the existing problems of the current evaluation system for civil servants in our country,which includes the purpose of dislocation,alienation and the standard deviation-oriented issues,can be effectively resolved.
