Abstract
A perfect management system of the civil servants is important to improve the overall quality of civil servants,and constructing a civil servant's management system based on the competency is helpful in recognizing and solving the existed problems of it and in developing the ability of the civil servants.Based on the brief discussion of the competency theory and the existing problems of civil servant's management,this paper puts forwards constructing a civil servant's management system on account of the competency model in order to improve the quality of the civil servant'smanagement and the administrative efficiency of the government
