For the subject of microeconomics,since there are essential differences in resources and environment,the adjustment mechanism for constructing the resource-conserving society and the environmental-friendly society is completely different.The former is a problem of the efficiency of resource utilization,in which the market mechanism will be the most effective.Therefore,it is a process of playing the role of the market mechanism.The core of the latter is the product distribution and the social equity issue,so it is a process of system selection and continuous improvement.Although the process of the economic development itself has certain function to improve the environment quality and to assign the equity degree,the system's advancement and the government's effort are also important guarantee for achieving these objectives.
