Because both administrational and mechanisms often result in failures in many areas of society,a third mechanism for resource allocation emerges: governance.this mechanism of society whose essence is management without government,autonomy without market has seen its great renaissance in increasingly more area today.It has its framework in the communication networks of social relationships,and gets its power coming from the ethical principles of human society.As to its function,it is expected to deal with the allocation of resources of interpersonal possession which belong to neither nations nor individuals.This mechanism would be increasingly more adopted in the construction of a harmonious society to overcome the dilemma with which the government and system always meet.
