Study on the Innovative Financial System of the Construction of New Socialist Countryside in Xinjiang

Financial system plays a remarkable role in the development of agriculture and rural economy in Xinjiang,but rural finance is still backward and plentiful deed for the construction of a new socialist countryside can not be supplied.Therefore,the rural financial system should be perfected,financial property right should be manifested,a pluralistic and competitive rural financial market should be established,and the rural financial agency system should be reconstructed.It is in urgent need to perfect the new rural financial system with the co-existing institutions of commercial finance,policy finance,cooperative finance and informal finance,the sustainable mechanism to stop rural capitals flow into other areas should be contucted,the scatteration and devolution of mechanism for financial risk and the rural financial ecological environment should be perfected,so as to raise efficiency of rural financial resources allocation and form the financial cohesion in the construction of new socialist countryside in Xinjiang.
