The short of the rural public goods now is becoming a bottleneck of the rural productive development,consumption level increase and consumption structure promotion.In order to promote the supply of the public goods,the presupply system of the public goods should be reformed,and meanwhile the farmers should share with the national treatment when the rural public goods supply is changed from relying on rural towns and farmers themselves to on rural towns,state and farmers themselves.
