Abstract
The change of China's economic structure and social development mode is promoting China's higher education into the transitional period with higher education development mode changing from focus on extensive development to focus on intensive development,from obscure development to planning development. The Twelfth Five-Year Development Plan for Qingdao Agricultural University is intended to exert all efforts to solve the three problems that could influence the core competitiveness of universities,namely,the quality of personnel training, innovation ability and social influence. And focus should be put on strengthening institutional construction to build the excitation mechanism; creating soft environment conducive to teachers' innovation; scientifically setting development goal; carefully designing strategy of action; and finally effectively putting plan into action.
