Abstract
The developing countries are in great need of a mature Civil Society to promote market economy and democracy politics. And the development of Civil Society depends on two actors. One is a reforming country power and its working system; the other is the democracy strengthening and law building in both private fields and public fields. By this means we can make Civil Society mature and independent.
