Abstract

Soon after World War II,Soviet Union made a foreign policy on China,whose characteristic was that Kuomingtang Government should be recognized as a legal one and therefore supported in reuniting China,and that at the same time an equidistant policy should be adopted on Koumingtang and the Chinese Communist Party in the northeast of China.The soviet Union adopted it for that,under the complicated situation in China Starlin had mis estimated the future of the struggle between KMT and CPC;and that the Soviet policy was based on many things,such as the necessity for its strategic point and Starlin's taking one sided approach to Mao Zetong and CPC.
