Basic Concept of Water Resources Security and Its Research Development

As yet,there isn't a clear definition and accepted concept about water security or water resources security.Aiming at the problem,this paper reviews and summarizes the definition of water security or water resources security given by domestic and overseas scholars.The body of water resources security is discussed.It is pointed out that people are the body of water resources security and the healthy water cycle is the base of water resources security.Water cycle includes natural water cycle and social economic water cycle.Based on these cognitions,the broad connotation and narrow connotation of water resources security are described.Water resources system is an exoteric and dynamical system,which relates to many subsystems within natural and social economic compound system.Only when human coexists with water resources harmoniously and shares water resources reasonably can water cycle system run healthily.And it is pointed out that the aim of water resources security is to ensure human existence and development and against the dangers from water resources problems.
