Abstract
King Zhouwen had carried out a decree ofhunting down during the course of completing the preparation to overthrow Shang Dynasty.Until now the historians have explained this decree ashunting down all the slaves escaped.This data has been utilized to illustrate the nature of society system of early Zhou Dynasty.Based on analysis of more historical data,my article points out that the fugitives meant by this decree were not only slaves but also fugitives from all different classes including royalties. Under this decree the captured fugitives were returned to the leaders of their own countries.The decree played an important role in this critical historical period.It facilitated the process of uniting most dukes and their countries to end Shang Dynasty.
