The new law on the property rights will be a significant factor in the reform towards market economy,and it is a landmark in the protection of private properties in Chinese history.Form the perspective of land rights,that law will have a profound impact on land use planning.First of all,land use planning de- fines land rights.Definition of land rights makes land use planning political in na- ture.Uncertain zoning will make land rights ambiguous,and ambiguous land rights are responsible for wastage of land resources and deterioration of urban environ- ment.Good cities are based on private land rights free from infringement.However, too strong private land-related interests will hurt the interest of urban community as a whole.There are many lessons we should learn from developing cities in this re- gard.
