Abstract
With the development of the society,new types of official document writing are arising.Proclamation writing is widely used when the reform of personnel system is improving and open system is implemented to appoint leasing cadres.At present,proclamation writing needs theoretical supporting and its content doesn't go with its form.Therefore,it is necessary to explore the nature,functions,elements,and theories of proclamation writing.
