As the social development,in the local public decision-making in China,public participation shows the subject enlargement,active increase and various participation types.The local government,in the process of public decision-making,should pay attention to public participation change the traditional management thinking set up new managing idea,meanwhile,public participation should be guided by government management system to realize the reasonable participation developing idea in political practice.Between the local government and the public the active dialogue plat and communication mechanism should be set up to internalize the participation from the outer system into the inner system to get a managing model to display the superiority socialist system.
