Theory of Cost of Social Development and Scientific Outlook on Development

The evolutionary history of human society shows that each step in social progress and development is closely related with the cost,especially in the present social progress and development,which has become an unavoidable problem and makes people think and seek solutions.The Third Plenary Session of the 16th CPC Central Committee has put forward the concept of putting people first to establish a comprehensive,coordinated,sustainable and scientific outlook on development.These are the guidelines in the 21st century's China. Development with lower cost is an inevitable requirement to establish and implement the scientific outlook on development.
