Abstract
The issue of cost is a practical problem emerging in the process of China's reform and opening-up and modernization.In implementing the scientific outlook on development,we must realize the important position and function of cost-consciousness.In fact,where there is development,there must be cost.Not only is cost-consciousness the motive force for the formation and development of the scientific outlook on development,it is also a basic concept guiding the practice of the scientific outlook on development.
