Abstract
The socialist political civilization, as an advanced formation of modern political civilization, the quintessence and core of which is the people s democracy. To promote the inner - Party democracy is both the inherent requirement of the political civilization and an important guarantee of its being pushed forward. The promotion of the inner-Party democracy is not only a question of the style of doing things, but more importantly, its a question of building democratic institutions within the Party. To strengthen the inner - Party democratic institutions and push forward the building of socialist civilization, what really counts is that institutions aimed at ensuring the basic democratic rights of the Party members must be transformed and improved.
