Industrial structure and competitiveness of Xinjiang based on the shift-share method

Analysis of industrial structure and competitiveness is base and core of economic structure,and now,is also one of popular and important topics.This paper aims to illuminate how to research industrial structure and competitiveness of study area correctly and reasonably.Firstly,using Cheney's Standard Industrialization Stage Theory and combined with actual situation,the paper estimates which stages study area is in now,and then work out study area's industrial structure,the relationship between industry structure of employment and industrial competitiveness estimated by index system.Finally,using Shift Share Method(SSM) which contains three indexes: national growth effect,the industrial mix effect and shift share effect,the paper analyzes whole industrial structure and competitiveness of study area.This paper takes Xinjiang as a case study,using above method to analyze study area's industrial structure and competitiveness from year 1980 to 2006 in detail.Based on analysis,the results turn out that Xinjiang is in the low level compared with whole country's industry structure.In other words,it is in initial period stage of industrialization development.The industrial competitiveness is still weak viewed from whole industry,though a few professions have strong competitive power.So,to improve industrial competitiveness is a main task of Xinjiang in future.Three proposals on Xinjiang's industrial structure and competitiveness are put forward as follows: depends on region unique resources,the location and policy superiority,consolidated superiority industry,such as extraction of petroleum and natural gas,oil processing,coking and nuclear fuel processing,smelting and pressing of ferrous metals and so on.Measures of cultivating leading industry including modern physical distribution industry,modern manufacturing industry and new energy industry,establishing pillar industry such as biological pharmaceutical industry,petroleum chemical industry,realizing industry structure turning to a new generation gradually,and enhancing industry structure interior diversification degree should be taken to achieve goal of enhancement industrial competitive power of Xinjiang.
