Abstract
As an important representive of modern participatory democracy, Benjamin Barber claimed that theemphasis on the representative and the rejection of civic participation made liberal reduced to a kindof weak democracy. In order to fix the liberal democratic deficit, Barber advocated the adoption of the civilpractice of grassroots to foster a kind of democracy action. Barber's strong theory promoted the development of participatory and deepen people's understanding of democracy,and also created a new avenue of democratic practice, which provided a reference to the China's building of socialist democratic politics with Chinese characteristics.
