This paper mainly analyze of combat effectiveness,the means of effectiveness evaluation,the conception and the means of combat simulation,confirm using combat simulation in effectiveness evaluation of surface naval vessel,and construct the simulation framework,affirm the question which solved nowadays,design the flow of combat simulation,get the ration result of combat effectiveness by a great quantity of experimentation.
