Development-oriented Social Assistance and Management of Social Welfare:Focusing on Social Welfare

As a subsystem of the lowest level in social security,social assistance is a social policy with the government as its main holder,and its goal to ensure the basic life of the rescued.Nowadays,this goal has not met the demands of social development.In the perspective of social welfare,we must set the goal of social assistance and promote it by rejecting the mere survival-oriented kind and shifting towards the development-oriented welfare.In other words,we must change it from the sole maintenance basic life rescue into the multi-level development-type welfare supplies.The social assistance in the perspective of development-based social welfare is different from the traditional social relief in the content,organization,practice and management.And it should have corresponding administration of management and implementation in social security,social work and social services.
