Building a well-off society in an all-round way is the objective set by the 16th National Congress of the Communist Party of China. It is required that income distribution should be stressed in order to construct a well-off society in China. The key reform of income distribution should be located on reducing difference in income. Therefore, building a well-off society in an all-round should be promoted by making market and society of income distribution fair.
