Regulating Income Distribution and Promoting Social Harmony

Reasons accounting for problems such as the drop of residential income in the proportion of income distribution,the decrease of labor income in national income distribution,the polarization of income gap,irrational fiscal and taxation systems,enormous hidden and illegal income lie in four aspects,that is,the economic boom on a weak foundation,a large population,problems emerging from the financial crisis,and absence of supervision and punishment.To regulate the income distribution,it is proposed that a forty-year long term plan on economic development,income growth should be worked out,employment-related policies should facilitate employment,minimum income should be stipulated,collective bargaining should be implemented,fiscal and taxation policies be reformed,China-specific social welfare system be set up,supervision on financing,real estate market,and prices be strengthened,corruption should be kept in check by transparency,and charities and donations should be encouraged.
