The non-state-owned economy in our country has become not only one of the important parts of socialist market economy, but also the power to develop productivity and to perfect the socialist market economy system. However, the development of the non-state-owned economy is also facing many difficulties and problems. In the meanwhile, the restrictive elements such as concepts, systems, policies and management still exist. Therefore we should try to carry out the economic system reformation and establish a good system environment so as to conquer all the difficulties and problems and make the non-state-owned economy develop to a new stage.
