On the Balance of Power and Administrative Supervision

Administrative supervision embodies the restriction of power. If one society wants to maintain the good order,one country wants to have a governmental administrative system with a rational structure,coordinated operation,flexibility and high efficiency,it must resort to the exertion of a strong administrative power. Supervision should be at large a kind of phenomenon accompanying with power. Wherever there exists power,there should be the existence of supervision o-ver power. The nature of administrative supervision is to restrict and control the public power. The administrative supervision system of our country is in the process of institutionalization,and many procedures need to be explored and be improved. As for the existing problems in administrative supervision,two aspects of theory and practice should be reformed and improved actively.
