Defining Governmental Functions in Public Sports Service

An accurate definition of the functions of the government is the precondition for the government to perform them. Only when the government is fully aware of its responsibilities in the current social and economic environment,can it give full play to its own functions. Confronted with the current social situation which is characterized by the construction of a service-oriented government,diversification in needs for public sports service and cooperation between the government,market and society in providing public sports service,the government should take a new look at the boundaries of its functions,and work to adapt to them,in order to maximize their social outcomes and the outcomes of social services. Based on the above analysis,the current governmental functions should be defined as: leading,planning and supervising public sports service; ensuring its basic supply; realizing the equalization of basic public sports service; cultivating non-profit sports organizations; and innovating the public sports service system.
