Abstract

Delimiting the crime circle reasonably is one of the key issues belonging to criminal policies. For this reason, it is essential to understand relations between criminalization and decriminalization. They, on the surface, are the two polarities of criminal policies but in fact interconnected, namely interfused in idea and complementary in practice. As a result, criminalization and decriminalization in China should be carried out together so as to safeguard rights better and satisfy needs for social development.
