Abstract
The management of marine living resources is a very complicated task.The complexity comes not only from the complexity and uncertainty of resource and environment involved,including the interdependency and interaction among individual species in a fish stock,different fish stocks,and between the resource and environment;but from the complexity of human psychology and behavior and the limitation of human knowledge and human-constructed institutions based such knowledge as well.It is thus hardly to ensure the sustainable development of marine fishing to focus uniquely to natural science,ignoring,or without paying enough attention to,the role of social science.
