Comments on development of coordination between technical standards and Research and Development practice

The paper presented the current situation and existing problems of coordination of technical standards with RD, which involved the main responsible bodies, such as, government, enterprises, academic institutions, consulting companies and intermediary units. Based on analysis on the factors relating with the development of coordination of technical standards and RD, the authors put forward some suggestions for policy-making:formulation of RD projects, legislation and amendment of laws and regulations for standardization, establishment of regular communication mechanism between enterprises and governments, building of national industry standardization federation, set-up of demonstration base of technical standard and personnel training for standardization etc.
