Abstract
Public Management(NPM) advances a lot, for it breaks through the stereotype of bureaucratic control. However, NPM's limitations have been tested in practice. A new public management model, named New Public Service(NPS), is expected to substitute for NPM, for it has its own progressive characteristics.
