Abstract
Since reforming and opening up,Fujian's economic developing fast,and the environment was more seriously damaged,and the development of high-pollution and high-consumption industries is often regarded as one of the important causes of environmental pollution.In this paper we use model to analyze both scale-impact and structure-impact of the industry on the environment,the model analysis shows that EKC curve does not exist,the increasing of these industries' share in the industrial output in general is detrimental to the environment and break the Prisoner's Dilemma between environmental pollution and economic growth by upgrading the industrial structure.
