Abstract
Traditional administrative lawsuits only protect the relative people whose right has been infringed. So the interested persons are unable to remedy the administration behavior by judicial means when it jeopardizes social public interests. In order to build the system of the public interests lawsuit of administration in our country, the theoretical foundation of setting up public interests should be perfected on the basis of comprehension of the systems in other countries.
