Protecting Soil and Water Through Law Enforcement to Promote Overall Soil and Water Conservation Ecological Construction in Heilongjiang Province

There is severe soil and water loss in Heilongjiang province with soil erosion area accounting for 29.8% of the provincial total and amount of soil erosion of over 200 million tons. Up to the end of 2000, there had been accumulative 8 700 plans of soil and water conservation checked and approved, collected fee of 28 190 thousand RMB in protection and harness of soil and water loss, impose fines of 1 812 thousand RMB. There have total area of 32 280.6 km 2 of soil and water loss under control, transferred “four types of waste land” 1 209 5 thousand hm 2 in which 61.4% have been developed and treated. The target for nearly coming years is to take 2 200 km 2 of soil and water loss area under control, and the key soil loss area will be preliminarily treated until end of 2001.
