Abstract
Citizen’s orderly political participation is a legally and institutionally reasonable action.It is an orderly political action in the harmonious operation between citizen and the government.There is a theoretical and realistic motivation behind such kind of orderly action.It is very significant to achieve the citizen’s political participation in network age.
