Abstract
The leaders' morality,the core of entire social morals system,is also the important part of the strategy of ruling with virtue. The leaders moral quality is not enough for the requirement of the new time.It is advocated that serving people,utility and incorruptibility are goals of new time leaders' morality by self-discipline.
