Abstract

Perfecting the system of property right to land is the basis for sound development of land market. The paper suggests separating transfer functions of state-run land from the land management departments and establishing independent management sector to state-run land government.That is the ownership of rural group's land belongs to villages' group-run organizations or town-level group's economic organizations. Establishing a sound function system of land and clarifying property rights including ownership, right to use, right to mortgage, and right to develop land, are all needed to think over. Adopting a unified registration and alteration to ownership of land will be of great importance.
