Abstract
Education policy is made in various environments,so there is no policy model suitable to every kind of environ-ment,but different policy models can be used for reference to education policy-making.This article takes the essential factors of policy system as a starting point,divides the foreign education policy models from different angles of policy decision makers and policy environments,studies the characteristics of policy objectives and the requirements for policy decision makers in the view of policy decision makers,also studies the output and the process of education policy in the view of education policy environments,so as to support our education policy study and policy-making with theory analysis.
