Resolution to metropolitan traffic congestion

In driving,marginal personal cost is lower than marginal social cost,which leads to the fact that actual urban road's traffic flow exceeds the best traffic flow,thus the traffic congestion occurs.The government should adopt certain effective policies to adjust the urban traffic volume under the guide of the following two principles:reasonably reduces the transportation occurrence and enhances the transportation efficiency as far as possible.
