Abstract
Since 2000, the State has started up a group of state-level key ecological building projects of Beijing-Tianjin Wind and Sand Source Control, Water Resources Sustainable Utilization of the Capital in the 21st Century and National Bond Soil and Water Conservation one after another in the Haihe River basin, achieving a remarkable development in soil and water conservation ecological building of the whole basin. The achievements are as follows: a) Establishing a working mechanism of clear obligations and ordered coordination between river basin authority and related departments; b) Forming a scientific technical line for integrated soil and water loss prevention and control which tallies with the facts of different regions;c) Keeping abreast of the new situation and enriching the intension of soil and water conservation ecological building and; d) Achieving notable effects on integrated soil and water loss prevention and control. It puts forward five requirements on soil and water conservation work of the Haihe River basin in the new period.
