Abstract
Located in the capital vicinity, the serious soil and water loss in Haihe basin is becoming to be the first environment problem that restricts the sustainable development of economy and society in the river basin. Along with the coming of new century, all levels of the basin must take soil conservation and ecological environment construction enhancement as one of the most important and urgent task and really make perfect work in implementation of soil conservation projects, strengthen returning cultivated land to forest and grass, construct high efficient ecological agriculture in mountainous regions, set up ecology and water scarce protection zone in the upper reaches of Beijing and Tianjin, and establish insurance mechanism for soil conservation and ecological environment construction.
