Abstract
Urban earthquake disaster reduction is related to economic construction and social development,scientific and rational assessments of the city's ability for withstanding seismic disasters and for strengthening its weak links are one of the effective ways to reduce the urban earthquake disaster.But the capacity assessment of the urban earthquake disaster reduction is a process that involves social,cultural and management engineering disciplines,therefore the establishment of a system with the characteristics and objective appraisal requires comprehensive knowledge of all subjects and considers many social factors.This paper further explores the issue and improves the theoretical framework of the city's ability of the earthquake disaster reduction.
