Abstract
Based on ElGamal,a new Probabilistic Encryption Cryptosystem(PEC) is given in this paper.The new PEC based on iterative encryption is proposed according to a general algorithmic scheme for constructing secure and efficient probabilistic public-key cryptosystem.
