On separate supply of agricultural and non-agricultural water introduced from Yellow River and their cost

The water of Yellow River looks like the mother milk to nurture one-tenth of the Chinese people.But water resources supply and demand crisis increases.According to the national related stipulations,water from Yellow River at different time for different uses will have different prices.Therefore,separate supply of agricultural and non-agricultural water should result in different cost.Some discussions are given in this paper so as to promote the optimization allocation of water resources of Yellow River.
