Positioning college relationship with the Government with the new public management perspective

Before the 1980s,my government is on three integrated identity of the organizer of college,administrator and the school' s runner under the planned economy system.The multiple role of the government cause the dislocation between government and colleges.At present,higher education is the public education which directed by market in the market system.But there exist the market can not regulate the higher education and the decline in the quality of education sometime.ln this paper,we position the role of government in the higher eduation management with the view of the New Public Management subject and propose a new relation between the government and colleges.
